A: Sites are ranked by the number of visitors they have sent to the topsite within the last 24 hours. The visitor count is thus never really reset as on most other topsites. Visits from other sites are automatically counted and kept track of by a script. The topsite is updated every minute to reflect the latest votes (hits in). Votes from the same IP are counted only once within the same hour.
